Members of Free Software Users Group has submitted a mass memo to the Government of Kerala regarding its choice of Microsoft software for all schools. This is a really well written memo and is easy to read. via Slashdot discussion.
Will it work? Probably not. Since Kerala is often ruled by communists, an easy way would be to give them some input on "how the current government has sold its soul to multi-national corporations"
Seriously though. Kerala is one state in India where tax collection and payment happens a little bit like how it should. It is a state with huge population growth. It needs infrastructure upgrades like better upkeep of existing highways and double railway track from north to south. With that in mind, I think it is a total waste to spend this much money on software.
Also, like the memo points out, Government should be in the business of making standards. Not marketing decision about which vendor to use, unless it is able to get a good deal. Even when it gets a good deal, it should check if what is being bought is necessary. Is the state going to buy 100 space shuttles if USA gives a deal that for Kerala, they can buy 100 shuttles at $1million apiece?
